Nigeria’s Defense Ministry announced Thursday that it had appointed a new general to lead the multinational army against the Boko Haram militant group that has killed 20,000 people and driven nearly two million from their homes. The ministry said that Maj. Gen. Iliyasu Isah Abbah would command an 8,700-member force from four nations in the region, which will be based in Chad. Boko Haram’s attacks have spread across Nigeria’s borders.
